A five-year Israeli government development plan (2024–2028) for East Jerusalem. It is effectively the renewal and expansion of a prior five-year plan (Government Decision 3790, 2018–2023), but with modifications in priorities and funding. The stated aim is to “reduce social and economic gaps” in East Jerusalem, to promote infrastructure, services, education, housing, and integration within the broader municipal framework of Jerusalem. The total allocated budget is NIS 3.2 billion, far higher than that allocated under Decision 3790. A key focus is the Israelization of education for Palestinian residents of the city, forcing “integration” against their will. The plan includes a commitment to build 2,000 new housing units each year, but these homes are likely to benefit Jewish settlers only. The Ministry for Jerusalem and Jewish Heritage coordinates and supervises the plan’s implementation and reports annually to the Israeli cabinet.
