Almunasseq

A digital system run by the Israeli Coordinator for Government Affairs in the Territories (COGAT) that Palestinians must use to apply for entry permits into areas that Israel considers its sovereign territory. Palestinians registered in the Israeli-controlled Population Registry as Palestinian Authority (PA) ID holders who wish to pass Israeli checkpoints must first apply for permission on their smart phones via the Almunasseq app. Almunasseq was introduced in 2020 as part of the social distancing required to manage the coronavirus pandemic; previously Palestinians had applied for military entry permits at coordination offices in the West Bank, submitting documents and payment. The app collects these digitally, along with additional data such as the phone’s real-time location and other cell phone data, raising concerns about mass surveillance while also tightening restrictions on movement. From 2020 to 2024, Palestinians holding PA IDs (whether residents of the West Bank or Gaza) as well as foreign passports from countries with visa waiver arrangements with Israel were required to use the app to enter through the checkpoints. In January 2025, however, Israel began to require such individuals to obtain Electronic Travel Authorization (ETA-IL), a registration system connected to the Ministry of Foreign Affairs, not COGAT.
